IIn March 2006, the Public Service Commission of Wisconsin (PSCW) released the “Commission Staff Final Report on Transmission Access” which states that “…Wisconsin ratepayers could benefit from expanded interstate transmission investment, particularly from investment in targeted smaller scale projects” (p. 1). 

In May 2007, ATC filed a construction application with the PSC for the Paddock Rockdale project, including extensive analyses of the merits, risks and impacts of the project under a wide variety of scenarios and sensitivities.

In June 2008, following a one-year review and public hearing process, the PSC approved the Paddock Rockdale project.
